State of Terror is a suspenseful political thriller. I wouldn’t expect anything less than that from co-authors Hillary Rodham Clinton and Louise Penny. Clinton’s background as Secretary of State shines throughout the novel, especially when characters enter into high stakes negotiations and have to follow protocols. Penny’s expertise as a mystery writer stands out throughout the novel, especially when Chief Inspector Armand Gamache making a surprise appearance.
